Local council (parking ticket ) Help

Just before Christmas I parked at my local village and used a disc for 1 hr free parking which had been in force for sometime which the local library was giving out to local folk ,it is very similar to a disabled badge with the dial you move for the time.
I was not aware that a few weeks before the free parking had stopped and you had to now pay.
I have today received a letter from my local council stating a contravention from 16th Dec 2010 and I had not displayed a valid pay and display ticket.
The free parking disc was clearly on my dashboard and most importantly I did not have a penalty notice on my car.
I do remember the day because it was windy and was snowing quite badly.
The (NTO) letter today states I have to pay £50 no later then 28 days.
It is from the enforcement authority from my local council.
I have since investigated the parking conditions down at my village and there is small signs near the pay meters (only two of them) saying no free parking now and the badges are no longer in use the pay meter is round a corner from where I had parked my car.:(
The cost of parking for 3 hours now is only 20p,so i would have gladly paid that if I had know.
