    That sounds like a vexatious complaint to me.

    Be warned - some firms have provision in their terms and conditions to charge for such complaints (though I suspect Sheila's Wheels don't).

    And if you complain to FOS before you have a final response or they have had their 8 weeks (which start when they receive it, not when you send it) then FOS will simply pass it on to the insurer - so you will only waste everybody's time, including your own.
