It will depend on the card providers.
I have one of the MBNA cards where I have never closed it down but I get offer after offer when my balance is cleared!

There is usually a time period, from which an old customer can reapply after closing down a card.

From what I've seen it varies between providers.

A decent card, which is managed by the customer correctly, will offer customers new offers reasonably regularly on purchases and balance transfer etc...

For instance my Virgin card has given me about 6 or 7 offers in the past 8 months. I used the card for 0% on a balance transfer originally.

On the other hand my Tesco card which had a 0% on purchases, has given me no offers since I paid the balance off in August.
