Parking spy can easily be ignored. Your friend hasn't received a fine they have received a non enforceable invoice. You are giving them far to much credibility. Your friend wont be pestered beyond a few letters then they give up and go pester someone else.0

A friend received a "Parking Charge Notice" from Parking Eye yesterday, they over stayed their 5 hour limit in Cameron Toll shopping center, Edinburgh, earlier this month. As they spent the time within the centre they are loathed to pay the £50 fine, which is set to jump to £80 in a few days then £110 thereafter.
Surely this must be legit' as the DVLA have passed out their name and address details to Parking eye from the car's registration number, and they appear to be operating on behalf of the Shopping Centre?

Ignoring this does appear to be like burying your head in the sand, my friend would hate to be pestered by debt collectors, but this does come across as a form of extorsion that the £50 fine will be increased to £110 if not paid quickly. I'd just hate to see them being forced to pay £110 at a later date.
Any advice would be greatly appreciated.

The DVLA will give out details of a vehicles keeper to all and sundry for £2.50, the ppc has not suffered any consequential loss, so have no real ground to try to enforce a civil penalty in the county court. If they are worried read crabmans stickys and get over to pepipoo for further details.
Best plan is ignore, but be prepared for a few letters from them and then the debt collectors on the next desk.0 -

Yes - There are minor differences in procedure and wording but otherwise the process is much the same.
As is the practical advice - IGNORE THEM TOTALLY!
However, Parking Eye don't know the difference either and the forms they have sent are worded for English law and won't stand a snowball's chance in hell before a Scottish court. So this "fine" is truly fake!
Oh and it is now well over six months since I last had any communication from them over another Scottish car park and there have been no letters from "debt collectors" - Just these three demands from the letter chain thread:

Now spread the word far and wide, parking 'fines' from Parking Eye and all private parking contractors are legally unenforeceable. This will bring about and end to this nasty little business and cannot come a moment too soon.Still waiting for Parking Eye to send the court summons! Make my day!0

It's only bailiffs who call at doorsteps to enforce a real debt on behalf of a Court. Debt collectors are not bailiffs, different animal entirely! Debt collectors are just pen-pushers with a series of standard letters (aka threatograms) designed to make people cough up for their clients (whether there is a real debt owed or not).
What made you think this piece of trash could possibly be 'legit'? The DVLA give out motorists' details to almost any random PPC who pretend they have a reason to want the registered keeper's details (not that the registered keeper is liable). Just because the ticket looks real doesn't make it so, and a picture of a vehicle is just that when we are talking about a private company. So why think it 'must be legit'?
Your friend will NOT be forced to pay anything to Parking Eye so please, stop scaring them by making them think it's in any way 'legit'. Parking Eye NEVER take anyone to Court, not EVER.

They can hit you with a bill as huge as they like, and you can ignore it as much as you like.
The size of the bill doesn't make it any more enforceable.

If you've also seen the letters on our sticky thread you will know that they DO send letters demanding higher amounts, that's part of the scare tactics these cowboys use. But they are standard letters, show your friend what will arrive from the PPC in question so they are not scared by the debt collector and/or 'Solicitor' ('Graham White', meh!) headed notepaper and mention of litigation. It's all quite funny when you KNOW it's rubbish, a bit like sussing a phishing email.
And as there is no law against 'issuing an invoice to someone' they can send whatever demands they want (unless your friend wants to report them for harassment of course, a criminal offence):
