Openreach just don't bother turning up

Searching the forum I'm surprised at the lack of complaints about this, as it has happened to us twice now. We had our first visit from an engineer in early December but the ground was frozen and Telewest had apparantly destroyed some vital connection years ago so they couldn't connect us. We then got a phone call to say they'd be back at the weekend but they didn't turn up or contact us. We went back to our (hopefully) new provider, the Phone Coop but despite their best efforts they could only get us an appointment for today, 6 weeks later. I must admit I had zero faith in them actually sorting it, and sure enough they didn't turn up. The Phone Coop customer services are very nice but they haven't managed to get a response from Openreach yet.
We feel totally trapped, having cancelled Virgin last month we've been relying on very expensive mobile broadband. Yet whoever we turn to, apart from Virgin, we're in the clearly incapable hands of Openreach, yet we can't even contact them to complain.
All suggestions gratefully received, though going back to Virgin would be a step too far I suspect for my partner.....
