Car Insurance Regulations...

Can anyone please advise me where I can find out the laws relating to car insurance. I will only do things by the book but obviously want to keep cost to a minimum. The situation is as follows:
Me - under 25, license for 6.5yrs, no accidents or convictions within last 5yrs
DH - over 25, license for 1yr, no accidents or convictions within last yr
I am registered keeper of the car. Until now I have always been the policy holder and main driver on the car, with DH as an additional driver.
Renewal is due soon. DH now takes the car to work each day as he just switched jobs. I asked the insurance company to make DH the main driver. So, is it possible for me to be the registered keeper and policy holder and DH to be main driver? The insurance company seemed hesitant on the phone. It's more expensive with him as main driver rather than additional driver! It's shockingly more expensive if he becomes the policy holder!!
Any advice on where I can actually check out what is legal?

What you are proposing is legal.
But that does not mean your insurer has to provide the particular cover you want.
If they don't want your husband as the main driver, then shop around. Others will be quite happy.0 -
Thank you - that was very helpful.
My current provider is Elephant and they seem ok albeit hesitant to do it. I heard First Direct were giving out good deals promising to make it 10% cheaper, and it has come back as 10% cheaper. Anyone any experience with them? I'm wondering whether to stick with elephant as named drivers build up no claims too?
Any advice of other companies to approach?
