Clampers conning?

I have just read a "letter to the editor" in the Yorkshire Evening Post about the actions of clampers at Haworth. Apparently some kind person gave a person who had just arrived a parking ticket with a good amount of time remaining. When the driver arrived back they had been clamped as the ticket is non transferable. There is a comment from another reader saying this had happened to them so it sounds as though there may be dirty tricks afoot.

Yes I agree that the person should have known that most car park tickets say "non-transferable" and so took a risk. However the fact that others are saying the same thing happened to them does raise suspicions that perhaps things may not be totally above board.0 -

Yeah, Haworth is notorious.
There's a sad old bloke who runs a car park and clamps every little incident.
He knows the law and makes a fortune.
Local shopkeepers hate him with a passion [because it's Bronte country and he spoils the village for many visitors, who needless to say never return].

There is info about this online if you Google the car park name, I seem to recall it's the one where the man carrying out this scccccaaaammmm is a retired Magistrate...PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
