Fixed Parking Notice

Hi All,
I hope you can help me.
I recently received a Fixed Parking Notice from National Clamps asking for payment of £80 but that if i paid within 10 days a 50% reduction would be applied.
My situation is as follows:
My severely disabled uncle lives in a high rise block of flats and i am his carer, my car is not registered at my uncles address so i have never received a parking permit but we do have a blue badge which we have had for over 15yrs, I appreciate that parking at the flats is diffucult and I have allways tried to be thoughtfull when parking. For the past 15yrs I have allways parked in an area with double yellow lines making sure i cause no obstructions and displaying the blue badge correctly (other disabled users also park here).
On sunday I arrived at my uncles to take him shopping and noticed another car which was displaying its blue badge correctly had a Fixed Parking Notice on the windscreen, I could not understand this and though that i had better park in a designated disabled parking area (not usualy available) thinking this is why the other car had a ticket. When I returned to the car I also had a Fixed Parking Notice on my windscreen, there are notices saying that a permit is needed but i have never in 15yrs had a permit and the blue badge has allways been suffice to park.
On my return from shopping i had to park some distance away from the flats and had to struggle with my uncle in his wheelchair wth a weeks shopping having to cross a main road for fear of another ticket.
I have photographic evidence to proove that the car was parked correctly,not causing any obstructions and displaying the blue badge and time card correctly.:mad::mad:
Should I pay the notice or do you think i have grounds to challenge it?
I would be gratefull for your thoughts as my uncle allthough upset by the incident says we should challenge it as we have never had a problem in 15yrs.

First of all we will have to know if all this took place on private land, or the public highway.
If the former then you don't owe them a penny and you should just ignore this company. The blue-badges scheme and yellow lines have no legal basis on private land.What part of "A whop bop-a-lu a whop bam boo" don't you understand?0 -
I would assume it being National clamps and the £80 fee this is a private road/estate? If it is a "parking" charge notice. then what you must do is replace the invoice back in the little plastic wallet and place it in a drawer and forget about it. Then follow same advise when any following letters arrive. Simply ignore them, they are powerless, the blue badge scheme, they don't recognise as they could not issue fake parking tickets.
Confirm it is a private parking invoice then simply forget about it.
If it is a Council/Police ticket go over to http://forums.pepipoo.com/ However seeing the blue badge and timer were ignored I suspect its private!
PS: I know its tempting to challenge but by doing so usually encourages them. If your uncle feels strongly about this complain to the landowners. [assuming its a private invoice]0 -

If you don't pay you will get some sheets of paper posted out to you at regular intervals.
