I second the Dog Warden idea.
Either that or ask her if her mental health outreach worker know she's harassing people in the park.....

I think the advice to ignore is good...but personally I'd find it hard to walk and interact normally with my dogs if I felt harrassed. Also, I can't help thining its not great for the dog to feel his ''mum'' is in danger/subject to aggression from this person. It must be confusing from him. I'd be worried it would stir protective feelings in my dog.
If the dog warden would be willing to assure her your dog is legal and well cared for that might help.
TBH, my feeling is even fruitcakes should feel free to report what they feel is bad keeping. If people were reported sooner animals being badly treated could be rescued sooner and suffer less and my guess is the rest of us would still be ok as those checking would see our dogs are cared for. But I also think that the harrassment shouldn't continue unchecked. Its not good for the dog or the owner.0 -
Ignore the woman.
Spend some time training your dog to have good recall around other dogs and alone (or find a trainer to help you). Then you wont have to go to Tennis courts to let your dog off the lead and can safely let him off in other places.0
