I think he has two A levels already.

I doubt he's going to be eligible for anything. As he already has a full Level 3 qualification (2 A-levels) he's not entitled to Adult Learning Grant or free tuition fees.
What has he been doing since he left college? Has he been working/claiming JSA/ESA? How has he been supporting himself?
If he's been getting income based benefits or can prove he's dependent on someone (i.e. his parents) who is claiming income based benefits then he may be entitled to help with fees if the course he wants to do is funded by the Skills Funding Agency - he'd need to ask his college about that.

If he already has A levels, he should be looking at doing a degree, HND or Foundation degree, all of which will be fully funded with loans and grants.
In the vast majority of cases, it's pointless studying at the same level again, which is why it isn't funded./0 -

this has been removed for FE courses starting in 2011, only students receiving JSA or ESA (work related group) will be able to claim fee remission based on receipt of benefits0 -
