Paying bills on a 0% cc

Hi Everyone,
Could someone tell me if paying a tax bill on a 0% cc is classed as 'purchase' or 'cash'?
I assume 'purchase' is any goods you buy but not sure what paying bills would be classed as.

I made a payment to HMRC from my MBNA card and it was classed as a purchase and is on my introductory 0% purchase ratecode. HMRC do levy a % charge for credit card payments though.0

I paid a Yorkshire Water Bill using my credit card for cahsback but they charged me. Be aware and double check first!0

It will be Yorkshire Water who levy the charge - as it was a lump sum plus a bit more they took not a separate visa charge.0
