What is hardship payment???

Hello everyone,A friend of mine is currently getting JSA but has run into problems he's been sent on some sort of course and has refused to do it because he's done it many times and dont find them helpful at all,so this has made them stop his JSA,and he wants to know more about hardship payment,he still lives with parents so can he claim hardship allowance? or is it only if you live alone

Do they give everyone this hardship payment?or can they refuse to give it you if they want to? and how long can you claim this for before going back to JSA?
