Should I pay this JOKE of a ticket ?

I got a PCN from South Lanarkshire Council on Christmas Eve for parking, unknowingly, in a single disabled parking space and not displaying a "blue" badge - which I do not possess.
The small disabled sign on the post was covered by a white transis van and the road marking supposedly saying "disabled" had all but been faded away.There where no other yellow line etc markings to indicate that the space was for a disabled driver and in fact when I opened the drivers door, there was actually a "pay at meter" sign directly in front of me.
Finally, I paid for 1 hours parking and displayed my paid ticket on my dashboard.
I sent a more detailed of all this along with 6 photos to South Lanarkshire Council but they turned down my 1st informal appeal.
My question is, should/do I have to pay this ?
I have included some pictures to give you an idea of signage and faded road markings.

If you havent done already start a thread over on pepipoo with the photos.
Councils often ignore informal appeals so they often go to appeal, not sure how it all works though north of the border.You may click thanks if you found my advice useful0 -
