balance transfer cards for people on benefits only do they exist ?

hi there just checkingmy partner has a cc with about 1500 on it quite high interest normally would just apply for a 0% balance deal on another but she is only on benefits sooo all the special offers tend to require you to work wich we can understand lol.
soo does anyone know of any cards out there that dont predjudice agaisnt benefits only income. and coudl give a better balance transfer deal cheers.
