Best Pre-paid mastercard to book with Ryanair

My problem is that I don't realise how much I book with Ryanair and when I do, like everyone else I loathe to pay the £10 administration charge for using anything but a pre-paid mastercard. I don't apply and then load as I might miss the offer on the flight.
My question is what is the cheapest way of getting a pre-paid mastercard without a minimum load? Plus I don't want to have dormant money on this card and do not want to be charged for withdrawing it.
Any advice would be appreciated!
