They are tight wads around here. any more and they start fitting themselves ! Then you get phone calls asking for advice on what to do with this part and that etc !

Not exactly what he pleases.....he can use it only for the intention it was collected. In this case, to keep a track or who his customers are and who he needs to chase for payment. He doesn't need to pay anything to hold the data. I wouldn't put the list up OP. It may just come across as unprofessional.
Good luck getting your money. I once agreed to do some wedding invitations for a friend of a friend and did and paid for the order for the cardstock etc, started making them and then when I tried to contact them they refused to take my calls, denied ordering despite my having a letter from them and eventually disappeared. I never got any money from them at allDidn't know to go through the small claims at the time so just absorbed the loss.

Not all customers are bad I always believe in paying what is agreed and promptly usually cash or cheque that day when job done
I have had several tradesman to house last year. One gas fitter two visits to fix a problem with boiler. Paid him cheque a few days after he went delivered it to his house, he said dont pay for a week or two in case problems arose, I did this twice.
Had a plaster fitted job around him, paid cash when job done and even helped him.
Electrician again fitted job around him came said time as plaster more or less, paid him a lot for a days work he couldn't compete job because of plasterer, he was very off regarding security lights I had bought said they were crap I paid £60 each these were not cheap lights, fitting 4 halogen bulbs 3 popped in less than a week, two that day, shouldn't have touched the bulbs by hand
Never came back to finish job despite reminding him had to do job myself, fitting a florescent light myself in end.0 -
I run a Guest House and for a while relied on goodwill from customers who would book and assure me they will turn up so I didn't ask for a deposit. Lesson learnt after a few months when they failed to turn up .0
