Why have I been charged $1.95 For a Expanded Use Number
This is the email i received
By entering your Expanded Use number, you complete your enrolment and one
of the steps towards becoming a Verified member of PayPal. Until you are
Verified, you may be limited in the amount of money you are able to send.
To find out how much you can send before entering your Expanded Use Number:
1. Log in to your PayPal account
2. Click the View Limits link next to the yellow Balance box (if there is
not a View Limits link, your account has no Sending Limit)
3. Your sending limit will appear beneath the 'Sending Limit' heading
How to enter your Expanded Use Number
PayPal has charged a $1.95 USD Expanded Use Fee to your credit card. You
can obtain and enter your Expanded Use Number by following the steps below:
1. In the item description section of your next credit card statement, your
4-digit Expanded Number will be printed next to the $1.95 USD PayPal
Expanded Use Fee (example, PayPal 1234*(EXPUSE)). Check your next statement
to find your unique Expanded Use Number.
2. Click the link below and type in your unique Expanded Use Number:
After you have entered your Expanded Use number, your enrolment will be
complete and you will be one step closer to becoming Verified. Once you are
Verified, your Sending and Withdrawal Limits will be lifted. View your
remaining steps to complete the Verification programme:
I cannot Make payment for my purchase until I have this number

As far as I can remember, you receive the amount they take from you into your Paypal account, don't quote me as I'm only going on 'FUZZY' memory0

From memory too, so could be pretty fuzzy. Somewhere along the line you will have authorised this 'expanded use', obviously unknowingly. Without it, I think the Paypal account is pretty restricted. The process ensures you are who you say you are and more specifically that the credit card belongs to you (you must see the statement to complete the process). The $1.95 will be creditted to your PayPal account.0

When I first set up my paypal account I had to go through the verification process even before I was allowed to use paypal. I recall a small amount was debited to my chosen card and I had to confirm the 4 digits shown with the debit before I could activate my account. Could it be something like that?
I agree with previous suggestions though that you will get a better answer on the ebay community pages via your ebay account.
