in Credit cards
This is a simple idea that i dont really see on mse.
If a credit card offers you a 0% bt with a fee of 2.9% and 0% on new purchases. why not pay off the card as a new purchase and avoid the 2.9% fee?
Or am i missing the obvious?.

because no credit cards allow you to pay them off using a credit card (except for BT) .... check the methods of payment on your statement
you can of course do it slowly by using your low CC for 'normal' spending and then using the equivalent money to pay off the high apr card... depends upon your circumstnces whether this helps you0
