Parking fine

I just got a Penalty Charge Notice for allegedly being 'Parked in a special enforcement area adjacent to a dropped footway'. This is in my own road where parking is a nightmare and you have to squeeze into any available space, so it is possible that a small portion of my car may sometimes overhang the white lines.
My question is do they have to give me a penalty notice on the day (they didn't)? This was supposed to have happened on the 2nd Jan, 10 days before I got this notice. I can't for the life of me remember where I was parked on that day! There is no further evidence included and no indication of which dropped kerb they are referring to. Seems to me they could say anything. Any advice would be appreciated.
