Housing benefit question

Friend of mine put in claim for housing benefit as on SSP. Got letter from council yesterdat after filling form online stating all the stuff that has to be taken into the officem passports proof of child benefit, tax credits etc, and 5 weeks wage slips and bank statements
Now what he needs to know is this. Hes been getting the SSP for 2 weeks, thge other payslips will obviously show full wages in. Will the council only take into consideration the wage slips referring to the dates from the time of claim or average out the money coming in over the 5 weeks.

They will calculate it on an average of 5 weeks income from the date he made the claim (usually the Monday after he handed in his form)
He will need to hand in each payslip as he receives them, and they can normally do an estimated calculation if all the other verification is present, before he receives his 5th pay slip.

We don't just use 5 weeks as the HB regs say we need to get an average.
If they are on SSP and can price this, we would use the SSP onlyI currently manage a Housing Benefit service and have been working in Housing / council tax benefit (as was) since 2001.
