HP customer complaints address

Hi all,
still having an issue with HP over my desktop computer and now need to esculate the issue with a recorded delivery letter.
I have sent one letter three weeks ago but the only address I could find was a PO Box and it never got a signature.
I have rang these people 8 times and its always the case manager is "in a meeting" or "just left the office"
I leave my mobile number and they promise to call back, still waiting.
If anyone can help with the address or have dealt with these ppeople before and can offer advice I will be grateful.
