Is this a scam???

My brother is selling his car on ebay . A bidder won it with 6 feedback ( all pos) for £2,250. He paid bt paypal but this time paypal asked my brother if he would like to accept or decline the payment, he accepted.
It turns out the winner is from Budapest in Hungary. My brother is not sure if he is verified or not and what difference this makes. He has had no other contact from the winner .
The question is why would a ebayer from Hungary buy a 2k car from Leeds?
Is there anyway he can get the money back after collecting the car ( thats if he collects it ) .
Any other possible scamd going on here?

100% scam.
At some point buyer will ask for money back by wire, or some other method, and then later the paypal payment will bounce.
Oh, and since you now have a scammer involved don't believe any official looking emails from either paypal or ebay..do not follow any links. Always log into paypal using your own secure log in.
Do a google search for the scam, I think it is called something like the overpayment scam.
Also for future reference, never ever accept paypal on an item to be collected, all the buyer needs to do is claim not receipt and paypal will bounce their money back. A car cannot be posted or delivered by an online trackable method, so yes, in answer to your specific question the buyer can easily get their money back even if they are genuine and come and collect the car.

My brother seems to think that if he tells the buyer he must wait for cleared payment before collection then when the money has cleared withdraw the cash from his bank. When cash is in his paws part with said car .
He seems to think that by doing this he cannot go wrong. Is he right?

Refund the payment and tell them to go f.u.c.k lol and pay by cash on collection.Kind Regards

No he is wrong. Paypal funds do not clear against fraud for many months, in fact for as long as the credit card company will allow for a chargeback. It makes no difference whether the funds are withdrawn to a bank or not.
