Initial parking fine not received by post

Dear experts,
I received a parking fine from Leeds City Council for a genuine error that I made. The letter states that I have not paid within 14 days so can no longer pay at the discounted rate (£35.00). However I did not receive the first letter which would have given me the option of paying within 14 days.
There was also no PCN placed on my windscreen, so receiving the letter through the post was the first I heard of this.
Can I appeal/ request that I pay at the discounted rate?

Of course you can appeal, there is always the option to appeal with a Council PCN. Indeed I would say you must appeal, why on earth would you pay anything, let alone the full non-discounted fine (which is all an adjudicator would have you pay if you appealed all the way?).
What you should know is that most cases that do appeal as far as the adjudicator WIN, or the Council decide not to defend at that stage. And most people who post about their PCNs on pepipoo forums WIN. So your odds of paying nothing at all are very high if you register for free and post for advice here:

Yes, the lack of PCN will be one part of your appeal. But pepipoo may well find you other reasons to appeal, there's no need to feel you've made an expensive error just yet. Certainly if the cheaper rate fine isn't re-offered IMHO there's no point just coughing up, you may as well appeal all the way as you would have nothing to lose and all to gain. There's always something the Council do wrong.
Read the FAQs and stickies and give pepipoo as much info as possible and pictures. Although you have no PCN can you show them a pic of the Council's 'letter' - is it the Notice to owner? - (no ID nor PCN number showing). And provide either a link to where you parked or daylight pics of the lines & signs there?PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
