Threat of redundancy

Where my husband works (there are about 9 employees) 6 of them have been told to stay at home and will be called if and when work comes in (building/maintenance firm). My husband is the plumber and luckily has had bits of work each day and the co. have always found him other bits of jobs to do. But nobody is safe from the threat of redundancy. Rumour has it that the boss is hoping that if he lays them off in this manner they will get fed up and leave so he would not have to pay them redundancy. The guys who are having to stay off are not being paid.
The guy runs two companies (both buildings firms) but it's only this one where people are being threatened with redundancy. It has also been discovered that work which should of being going to the redundancy threatened lads has been given to the 'safe' lads. Any advice would be appreciated.

Look at this: http://www.direct.gov.uk/en/Employment/Understandingyourworkstatus/Temporarylayoff/DG_10026693You may be able to claim redundancy pay if you are laid-off without pay or put on short-time for either:
- four consecutive weeks
- six weeks within a 13 week period
