Don't think they ever did. They offered a cheque guarantee only card.
That's correct. The Leeds have never provided either a debit card, nor even an ATM card. It can only be used to guarantee cheques.
It looks like they have withdrawn the cheque guarantee card now, because it's no longer mentioned on their website. You can still see a picture of it, but it's no longer mentioned in the description of the accounts, nor (so far as I can see) in the terms and conditions:

I've just opened an HSBC current account - never banked with them before and they've sent me a Visa debit card WITH cheque guarantee. So, it's not true that they're not issuing CG cards any more, nor that they don't issue them to new customers....they do!0

It costs around £20 a month for a card terminal with a one time set-up fee. If they are a true business with a business bank account a lot will waive the set-up's fees such as Barclays and if they are in good keeping with the bank, can give discounts on the monthly rental.
After a year, they can get further discounts on rental and card transaction fees - It's not as expensive as some people think.
Even a small business would make more than £20 a month otherwise not much use trading?David
