PCN Susoended Parking Bay on Bank Holiday

Some advice please....I have a Blue Badge and parked in what I now know is technically called a 'suspended parking bay'. For this I received a PCN. The parking meter was clearly broken and it did have a cover over it with a no waiting sign. However, this was received on Bank Holiday Tuesday 28th December. If the meter was working, I would not have had to pay due to (1) Bank holiday parking is free, which is clearly stated on the meters, and (2) I m a Blue Badge holder. Is this is valid PCN and is the cover over the meter with no other signage sufficient to indicate this is a suspended bay? I have appealed to Havering Borough council and still waiting a response.

NB: the parking meter covered 2 bays (although there was no notice on the cover to indicate this) and the car in the other bay presumedly serviced by his meter who was also a BB holder and received a ticket, although the car parked in the next bay with a working meter did not get a ticket.     Even though you've already put in an informal appeal, register and start a thread with your scans and pics of the PCN (and a pic of the bay and suspended sign if poss) on pepipoo forums here:

    They will get you off this I expect. We are quite knowledgeable here but would always bow to their greater judgement and experience. Most people get off Council tickets with pepipoo's help.

    Most suspended bay signs are not as prescribed. Also most Councils are supposed to show discretion on a 'first contravention' of a blue badge holder (if you can call this a contravention!).

    Appeal it all the way to the adjudicator with pepipoo's help. This is a daft PCN!
