Getting a Part P Certificate after completion of works

Hi,

I have done a big renovation job recently which has gone through the full building inspector process. They, the building inspectors, have signed everything off, but are just waiting for a Part P certificate.

The builder keeps telling me he is about to provide it (even said he had it the other day, but just needed another signature) but now he has stopped responding. Everything is paid up, and this is the last outstanding item. It has been about 3 months now.

I have a sneaking suspicion that for some reason he won't be giving me the certificate. I am not convinced that the installation was done by a locally registered electrician, and perhaps that is the problem. I don't think there are any actual electrical problems, but obviously I have no clear idea how to check that.

So, my question is - is it possible to get someone else in to provide the certificate? Can a regular electrician go around and check all the plugs without having been involved in all the actual installation? I am ok to pay for it (to an extent) to get my completion certificate finished, and then try to get something back from the builder if I can bear the annoyance.

    How annoying that this is now holding up everything being signed off. I think that some councils will come and do your part P inspection for a cost. They should be able to check for safety with out having seen it all go in.

    You need to check with Building Control to see if they will accept a PIR (Periodic Inspection Report) carried out by another electrician. This is not an installation or Part P cert, but it is a full test of all your electrics to check that they comply with Building Regs and are safe. The tests are the same as the ones your builder should have carried out and recorded on your installation certificate.

    You will need to pay another sparks for this and depending on the size of the job will take 1-2 days I would think.

    Have you paid? I don't issue any installation certificates until I'm paid, as per my terms and conditions.

    What would happen if the OP did , nothing ?

    He would have trouble selling his house .
    What if he did not sell for more than seven years ( read , most people move every 7 years ??)

    In seven years time would a missing bit of paper . count?

    Get another electrician to test the installation and then get the cost back from the builder.

  • I heard the council can arrange for someone to issue a certificate (for a fee of course). Perhaps you should ask them about this.
  • as a spark, write to the builder saying that unless you receive your installation certificate within say 30 days, you will
    a, bring in another spark for test & inspection and invoice him for the cost
    b, complain to building control and trading standards about the lack of certification, it is a legal requirement, not an optional extra, the only person who can issue the correct cert is the guy who did the job

    Thanks everyone for the help. I will give it a few more attempts to get in touch with the builder, and then get in touch with the building inspectors and see what can be done.

    I am just worried that they will need to do damage to the walls etc to see the actual wiring. They have been to visit the property during the building work, and we do have lots of photos, but not sure if that will be enough.

    Is there any kind of time limit between end of job and when a completion certificate can be issued?

    Re Nesting vs Investing, it is a bit of both. We will settle here for a few years, but almost certainly not as long as 7 years. The renovation was to make money as well as to have somewhere lovely to live for a while.

    And, just as a side comment, I am a she. :)
