Where was the invoice for? Was it for a retail complex, if so you might want to complain to the manager of that establishment, informing them that the scammers in the car park are scaring customers away and their profits will be hit as a result.0

It works, believe us.
There will just be the usual pattern of letters now, they aren't very clever and the fact that swinster31 has appealed is very common. There are lots of threads like this, many people believe there's an 'appeal process' because the fake ticket looks so real and because it says there is an appeal!
Guess what...there is no appeal, they are all refused so you've not lost your chance to ignore.
Click on the link in my signature below, settle down and read the two sticky threads near the top by Crabman 'Please read before posting' and 'PPC letters, what to expect'. Read them both. See the exact debt collector letters in all their glory and watch the Watchdog legal expert's advice about what you can do with a fake PCN (just like yours). Then do the same with your bogus PCN and then with all the (fully-expected) debt collector threatograms.
Then read some more threads on the link, you will see how common this is. Nothing happens, no Court, no CCJ, no bailiff, no effect on your credit rating. THERE IS NO FINE, DO NOT PAY NOW AND DO NOT PAY WHEN THE DEBT COLLECTOR WRITES.
Happy New Year, tell your friends about this generic scam operated by a cowboy industry. Send them the Watchdog link and a link to this thread and/or the whole board link from my signature. It's info worth knowing.
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

PPC hardly hardly ever accept appeals as it costs them money. They might accept an appeal once in a blue-moon and when the lottery numbers read 1 2 3 4 5 60

If you're a total non-stop paranoid worrier or are easily frightened [by a few sheets of toilet paper] then pay the money and move on.Hi, we’ve had to remove your signature. If you’re not sure why then you're as thick and stupid as the moderators on here - MSE ForumTeam0
