Speed detectors GPS or Laser?

Hi there, as a "green person" I tend to drive as economically as possible, so I dont tend to break the speed limits. However with local government officials needing to be seen to earn their keep and modifying speed limits so the limit does not reflect common sense speed limits, we all have to spend more time looking for speed limit signs and consequently less time concentrating on what we should be focused on ie the road ahead and driving conditions. So the upshot is I need a device that informs me when I accidentially go over the limit. I have a low budget, and would rather not have to fork out for monthly subscriptions. Advice most welcome on what hardware software would be appropriate, and if there are free databases you can download from a pm would be welcome. would a pda and gps receiver do the trick? - are laser detectors illegal?
