Do you need to earth bond bathroom if it is on RCD?

yes, of course you do, you have stated a number you have found on the internet.
do you know why we bond peoples water pipes?
its the additives that the water companies put in it that makes it conductive, and not only the copper,
so you obviously know exactly the composition of the water in the OPs house and its resistance then.
and you can obviously fill in a test cert for OPs house stating your deviation and the rest of the resistance readings to back up this non compliance.

To be fair though the second document was written by a member of the IET, published on their web-site and references the ERA. The IET and the ERA are two of the most highly respected organisations in the electrical industry.
As far as i'm aware you don't actually record the value of the main equipotential bonding on electrical test certificates.
The problem with earthing is that very few people actually understand it, if anyone wants to know more about equipotential bonding look up MHRA MEIGaN on google. This document relates to hospitals where bonding is much more critical , it will blow your mind, it did mine!I have a lot of problems with my neighbours, they hammer and bang on the walls sometimes until 2 or 3 in the morning - some nights I can hardly hear myself drilling0 -
does it go straight to plastic after the stopcock.?
if there is any copper it needs bonded. most good plumbers will install a metre or so to facilitate this purpose.
this is a generalisation, under certain conditions with a plastic install and a limited amount of copper a bond may be omitted, but TBH it involves technicalities and resistance measurements.
i have checked and it is plastic going out of the ground into a stopcock. and then plastic continues from the stopcock

are you allowed to run electric cable underneath kitchen worktops, for example where a washing machine will go without being in any protective casing? it is also next to the stopcock and under the sink.
what happens if there is a leak

Yes if you use twin and earth as its double insulated, if your concerned you could put it in some mini trunking but I wouldn't bother.
