Your husband could have his Jobseeker's Allowance sanctioned if he has a job offer and refuses to accept it unless he can show 'good cause'. (Though to be sanctioned, he must have been notified of the job by the jobcentre - you don't mention if this was the case.)
They can expect a claimant to accept temporary work but your husband may have 'good cause' to refuse a job offer if it involves fewer than 24 hours work a week. The travelling time involved should also be taken into account.
Ultimately it is for the decision maker to decide if refusing a job offer is reasonable but the claimant gets the chance to appeal a decision.“Verified Representative

I would refuse that job for the excessive cost of getting to/from work. I agreed with my advisor at the jobcentre that any job in excess of 5 miles away had to pay enough to cover the costs of running the car at HMRC rates of 40p/mile. So if they found me a job on the system that required a round trip of 60 miles that would involve an extra 50 miles on what we agreed so the job must pay an extra £20 per day over minimum wages. i.e £8.60 per hour for 7.5 hours. They then never offered me those jobs to apply for so I would never be in that situation of having to refuse a job offer.hi my husband had a job offer yesterday, its casual work so you never no if you are going to be working one week to the next, have to pay traveling exspences you could be working any wear in country

It is unlikely you would have any trouble from rejecting a job out of the "travel to work area" which is typically a 30 mile radius.0
