Council tax question

Not sure if this is in the right place, but thought I'd ask...
Help! I received a 'Council Tax: Single Person Discount Review' letter from the council today (but gets sent back to SPD Validation?!?). My question relates to this.
Basically, my girlfriend used to live with me (for about a month) but we split up and so she wasn't on my council tax/electoral roll. She moved back to her parents place in 2009.
My girlfriend's parents moved house in 12/2009. Since then she's been living in between myself and her parents and has properly 'moved in' about 3 months ago. She spends about 3-4 nights a week here but has all of her paperwork (bank, bills, etc) sent to her parents address. However, her parents didn't put her back on their council tax/electoral paperwork and I haven't put her on mine either as she wasn't living with me 'full time', as it were.
Anyway, I've received this single occupancy letter and she spends the majority of her time here so I'm going to say that she lives here.
However, when I came to fill in her previous address, she tells me that she ISN'T on her parent's council tax/electoral register! :eek:
So my question is, what should I do? I don't want to send the form back to the council for them to say that I (or my gf) have been evading tax, but it'll look a bit bizarre when her 'previous address' is an address she used to live at 12 months ago so has been 'off the radar' for the last year!
If her parents had put her down on their new property, it'd have been OK but it seems like there's a hole either that they think will be council tax evasion!
Should I send the letter back or just call the council in the morning?

It does not matter. Her parents will have been paying full CT anyway.
Our daughter migrates between here and her own flat, she was on electoral roll at both for a few months. We are paying full CT here anyway and she takes care of her own place. AS a atudent she is exempt anyway.0 -
If all her bank statements etc are at her parents, then you can prove that she was living there in that time, and that it was an oversight. The council tax wouldn't be any higher for them with her living there, they pay full rate anyway.
So I'd call them and tell them she's moved in and give them the date that you made it official. And if they ask her to prove it with bank statements, she can. No issue.Everything that is supposed to be in heaven is already here on earth.

Phew. I was getting a bit worried that the council tax might think I'm trying to pull a skank. Her wage slip gets sent here, but her bank statements and bills get sent to her parents, so I'm hoping they don't ask for wage slips as that'll look odd.
