Fit a new CMOS battery on the motherboard first.

Sounds more like the battery on the motherboard is dead, and not holding the CMOS (BIOS) configuration. Micro Star International (MSI) will probably be the motherboard manufacturer.
You will need to replace the battery, and configure the BIOS with the correct settings.

Vuruses can become part of the system restore set, if possible, try malwarebytes antimalware

    http://filehippo.com/download_malwarebytes_anti_malware/

    and / or

    Superantispyware

    http://filehippo.com/download_superantispyware/

Another option is to use a rescue disc to scan the system before Windows loads, there are a number of them, here is a link to one.

Depending on the age of the computer, the motherboard battery if in need of replacement would be unable to retain clock settings etc

But first renew the CMOS battery as already advised.
    Move along, nothing to see.

Yup, as soon as you posted about the time being wrong that's when I thought it might be the CMOS battery, so agree with that. The lack of system restore often can point to the existence of a virus, but in this case I'd replace the CMOS battery (couple of quid from Maplin, probably about £5 these days), and it's simple to clip the old one out and a new one in). That should sort the time problem out, and it might sort the System Restore issue.

If it doesn't I'd say there's a reasonable chance you have a virus as well, but definitely get that CMOS battery replaced.

The knock-on of the battery problem could easily be confusion over system time, so all the restore points would appear in the future and so not recognised...or something like that. Get the hardware working, then we can look at the software...

I just want to say, the quality of technical support in this forum is VERY HIGH, well above average. That's it, just wanted to say it :-)
