Laptop Stuck in Safe Mode

My Mum's laptop is stuck in safe mode. I've tried to use system restore but it says 'system restore does not appear to be functioning correctly on this system' and won't let you do anything.
How do I get it out of safe mode?

What version of windows is it and do you have a OS disk?
i have found that running the CHKDSK command fixes this normally
You should be able to do this in safemode, or the best way is using the repair console!
