When I go to buy a washing machine, fridge, freezer or dishwasher I have the opportunity to decide on A B C or D rated appliances. Why not tyres??

I've done exactly that.I believe you should make an informed choice about your tyres, for more reasons than one, and probably much comes down to personal preference too, same as anything else.
I've tried a variety of tyres but my personal preference, and i would highly recommend, is a mid price range tyre, Toyo Proxes, ( with nitro inflate ), although this could of course start another debate on the pros and cons of nitro inflate.
Can't fault them on any grounds though, and i've been using them for many years, now.

I understand some foreign governments require tyre manufacturers to publish RR data for public consumpion. I have French, Dutch & German speaking people googling to see if they can find data. Additionally the entry on Wiki indicated California publish the data if anyone can find it.
I emailed Michelin & Avon. Michelin are sending me data on fuel savers although I doubt they will be suitable for my Defener. The info is useless unless I know the RR of my existing tyres. Avon replied saying the RR info is for internal only.

I have just read that LRR tyres will have to be fitted to all new cars sold in Europe from 2012.

Michelin Energy - excellent tyre in the wet. They don't just polish a standard tyre and hope for the best.
I've had n 2 new sets of michelin energy tyres on my present car, last 2 went on yesterday. !st time I've found a tyre that gives a great all round performance without sacrificing any aspect, get my vote:TI like the thanks button, but ,please, an I agree button.
Will the grammar and spelling police respect I do make grammatical errors, and have carp spelling, no need to remind me.;)

Some people seem to be of the opinion the RR is related to the grip of the tyre on the road. I do not believe this to be the case. People switching from a road biased tyre to one specifically designed for use offroad in muddy conditions have reported a substantial increase in fuel consumption. The point being, mud tyres are known to have a poor grip on the road so if grip was related to fuel consumption mud tyres would be the fuel efficient choice.

It's also to do with the amount of deformation the tyre has when it rolls, and how it will stop rolling by itself. If it deforms easily, it'll stop quicker, as it's less round. (one of the main reasons why you should keep your tyres pumped up)0
