Yes, I've done this twice, just fitting my new kitchen at the moment. As a compromise this time I've gone for Ikea units - their wall and slim depth base units are 40cm deep rather than 30cm of most manufacturers, but they do drawer units in this depth and I was desperately needing drawers.
I'm cutting down the worktops myself (solid oak) and using the cut off part to form a shelf a little bit under the wall units, for even more storage....
You do need to drill the holes for the legs yourself on these units, as they are not pre-drilled like the full size base units, but it's not very difficult.
I have a wall unit as a base but it is screwed to the wall and has a plinth to match the rest. The kitchen fitter did it all and cut the worktop so it overhangs the same as on the bigger units.
they do wall units with a height of 92cm, so these could go under a slightly high worktop without legs, if they sit on the floor
or does anything used as a base need to be raised off the floor?
is there a minimum recommended gap?
I think it's best to be above the floor. If the floor was wet the base unit ( mine is chipboard inside) would soak up water and warp.
I have a gap under mine and it is partly tiled under then the plinth put on after.
If it was on the floor the height of the worktop would be too low, unless you bought extra high wall units.
