Pension credit/council tax credit

Trying to sort this out for my MIL. Anyway, went on direct.gov.uk and it appears although she cant get pension credit she can get council tax credit.

Good news since if she can get this she can have a grant to have central heating fitted (shes got none at the mo).

However, direct.gov pointed me in the direction of the local goverment website. Just downloaded the form - 32 pages, need proof of id, employers got to sign something (although she worked for local government), etc.

Am I right in saying though that if she applies for pension credit instead (but wont get) they automatically apply for council tax anyway. Wonder if this might be less hassle. Or are they just as strict with id, proof etc?

My parents found the Pensions Service very useful. They sent an advisor to the house who looked at everything they might be entitled to, filled in all the relevant forms and it all worked like clockwork.
