just been sent a capital one letter asking me for proof of address ect... does this mean i've been accepted?

It is still not for certain. Most of the card issuers will require proof address for money laundering purposes especially if you have just moved house or not a UK resident and probably the only exception is if you're registered with the electoral roll.0
