Some advice needed on puppy development

Hi, had my youngest pup neutered about 1 month ago now. Pup is 7 months old and she has started to dry hump the older pup (aged 1.5yrs). She has never done this before and the older pup never did this so I am not sure what to do. It started about a week ago and today she has tried it on about 4 times. At the moment I have ignored the behaviour.

Is this hormonal or could it be her trying to dominate the other dog ? Should I do anything to stop this (and how) or is it best to ignore ?

    it is possible that it is a dominance thing.

    my pup dry humps the cat, but not so much as dominance, and the cat allows him to do it.

    one swift nip from the other dog should soon nip this in the bud.
    or you can stop it with your comands...
