The circulars are issued to all hb offices but are available on line via the dwp!I currently manage a Housing Benefit service and have been working in Housing / council tax benefit (as was) since 2001.

Why do some people on benefits feel the need to stress they are not 'scroungers'.
Of course you are not scroungers!
