How are you trying to remove it and what OS are you going to install?
If you're not doing an upgrade over the top, you need to boot from a CD or Floppy Disk and ideally format the OS partition as part of the new install.
You cannot install a new OS from within Windows in most cases.0 -
Youll have to create a startup disk first http://support.microsoft.com/kb/187632
Then when created leave the disk in the floppy drive and restart PC and choose start with CD Support and then at the prompt A:\ type format c:/s the agree to wipe drive and then you will have to boot from CD to install new OS, mind you if you have low specs on the PC a new OS wont install or be very shaky if going from 98 to XP lets say.0
