The upstairs will have building insurance which will cover all third party losses.
Not if there is a water leak exemption.
Some building insurance for blocks of flats have this exemption, so if this was the case OP would have to chase the neighbours personally regardless.
I lived in a flat that had this exemption and it was made clear that if you caused damage to the flats below they would come after you for payment.I'm not cynical I'm realistic

Horrible (understatement!) situation to find yourself in OP.
IMO if your home is uninhabitable, your HA (YHA) should assist you in providing alternative accommodation until any repairs needed are complete. YHA may have a claim against your neighbour’s HA (NHA) but that’s not something you’d necessarily be involved in.
Your possessions are, of course another matter. If their loss is the reason that you can’t stay in the flat then, hard as it may be, that’s your problem to deal with.
A burst pipe falls within the remit of the landlord so, I would say you need to pursue your NHA rather than your neighbour. There may or may not be clause in the tenancy agreement regarding maintaining ‘adequate heating’ but you are not in a position to enforce any tenancy conditions, that’s for the landlord to do.
I doubt there are any quick or easy solutions here but contact the usual suspects for advice - CAB, Shelter etc..
Take photos and list what’s damaged and its replacement/repair cost and forward that to the NHA. Some people find it useful to start at the top - i.e. the NHA Chief Exec/MP/God and His Aunty/press to get what they want/need in the most minor situations so you may find that route most effective.

Regretfully for the OP I am running without a doubt for dacouch on this one...
I suggest the cods-wallop premise may soften the blow for now and therefore simply be offering emotional support, ergo: there has to be satisfaction from somewhere. However this is not always the case and the OP also needs to be prepared for that eventuality.
I would be very interested to see how the OP gets on when the offices are open, Please could the OP come back whatever the outcome.

It's your responsibility to insure your own contents - your landlord can't insure something that doesn't belong to him/her.
However you can make a claim against your neighbour for damage to your property.0 -
