I have the following on start up, can any be safely removed?

I don't think anything on that list would worry me. Why do you ask?
You COULD "safely" remove Avast and Windows Defender - that action wouldn't harm your machine, but you'd be wide open to attack, so I wouldn't recommend it.I'm dreaming of a white Christmas.
