they are both descriptions. Perhaps I am "slanted" a little when describing her after the 2 or 3 months we have first experienced living nextdoor to this ferral woman who kicks dogs and screams all day at her children, if she's not doing that she's enjoying drum'n'bass at unsociable hours...

Unbelievable! ok are some facts - seeing as you want to "clear things up" :A
The nextdoor neighbour is 25 yrs old and has had a child every 2 years since she was 17, with 3 different fathers. She has never been employed.
I've paid tax for over 20 yrs, and got married then had children, who ARE well behaved...because I believe in parenting.
