Locked pop-up from MBS micro billing systems HELP???

For the last week we have been getting a pop up from secure.microbillsys.com/EN/bill.php

today it is locking for 1 1/2minutes it says its a bill for £19.99 for 30 days sexxxxxpassport (something like that)

Any ideas what this is, how serious it is and is it difficult to get rid of?

It says your MBS bill and an icon for MBS account manager is displayed desktop, but it is not within the control panel programmes, but it is shown within the start menu programmes at the top.

Some others have been hit with this and it begins to lock up the computer for longer periods

I'm guessing you're also using internet explorer? Switch over to something like firefox which has some great addons to prevent pop-ups, ads, etc.
