    You might wish to lodge a complaint with Trading Standards, who deal with that law, but you shouldn't need to go to court or anything. You could write to them recorded delivery and say that they have not provided the service promised due to xy and z, and as such you will not be paying them, or you will only be paying them x amount. If they want to take you to court over this its up to them.

    However having said that if there's no evidence of a contract then don't send them that because its admitting that you went there and agreed to pay.
