Cash ISA help for elderly parents

Hi,
My elderly father has had a H * * C Cash ISA since 2002 and now has a sum of around £6000.
He mentioned interest payments seemed to be very low now, and after checking statements I see that he is now being being paid 0.2%. I asked if he was advised about this and as suspected they had not.
I am guessing going into the branch will not make to much difference so I am thinking he needs to transfer his allowence for this this year into another ISA ASAP.

However, I have the following questions:
It will have to be an 'in branch' ISA as parents do not have net access, any suggestions for a provider that allows transfers from an exiSting ISA?

I beleive he has made a few payments 'this financial' year into the H * * c isa, would this prevent a transfer?

If he transfers over to another Cash ISA what could he do with the remaining money? I was thinking of waiting till the next ISA allowence in April and using it towards that.

    If he transfers over to another Cash ISA what could he do with the remaining money?

    Once it's transferred he can still pay in the remainder of his allowance.

    look at the comparison tables on here, for best branch access/rate, that accepts transfers. Can only pay the limit for the tax year. Always look to transfer when the rate drops

    To clarify, previous years' subscriptions can be transferred inside the ISA wrapper without using any of your current allowance, so there shouldn't be any remaining money to deal with.

    Looks like I will get them on a C+G Cash ISA, nice and simple and has branch access for them. :T
