    But that also applies to ANY building waste as all builders are suppose to have a licence to carry rubbish even if they are working on their own houses. Even Joe public would be in trouble if stopped by the Police carrying rubbish in a borrowed van, IMO its just another excuse for the governement to tax the public and nothing to do with stopping fly tipping which was partly why they bought in licences.

    Nearly all materials are dangerous in dust form if its fine enough and you breathe enough in, including sugar and Flour.

    I agree with your comment regarding lab tests but TBH common sense should be used.

    The onus is then on the owner to get it checked, there are two catagories of asbestos -

    Low density these have asbestos fibres left loose or mixed with a plaster and sprayed into cavities and onto surfaces requiring insulation. Such use (even with a plaster matrix) has a low resistance to wear and readily releases fibres when damaged. It is true that these materials are capable of posing measurable risk to health if damaged. Normally brown and blue asbestos. Found in pipe lagging and insulation etc.

    High Density ACMs have asbestos fibres hard encapsulated (HE) and sealed by mixing them into cement products which lends the cement unique properties. Such products have a high resistance to wear and only release fibres under duress. These materials are not normally capable of posing any measurable risk to health. Normally white asbestos. Found in ceiling tiles - floor tiles - garages and guttering etc.

    categories and types are two different things.
    if you are going to get pedantic make sure you get your words right in the first place.
  • Without getting too technical, I'm fairly certain that you are allowed to take your own asbestos to the local tip, provided its double bagged and tagged.

    My wrok colleague did. He phoned the council first then bought one of those white paper suits and a mask and took his garage apart, bagged it and dropped it off at the tip.
