Do parking restrictions apply on Bank Holidays?

I parked outside work in a bay that says its just for 30 minutes but I only did because I thought with it being a bank holiday it was allowed. I've now ended up with a PCN. I vented a bit on Facebook and have had numerous people telling me to appeal because its a bank holiday. I don't want to appeal and make myself look really stupid if it is a valid PCN. Do the same restrictions apply on bank holidays? I parked there yesterday and didn't see a traffic warden all day so why is today different?
ETA The enforcement officer hasn't signed it does that help me?

I assume it's a real Council issued ticket then?
If so then take a copy of the front & back of it (scan or photo) and post it with your car ID washed, here on pepipoo forums:

They will help you appeal it. Most people get off PCNs when pepipoo help with the wording.
Of course, if it's a private ticket then ignore it completely and the threatograms that follow.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Its up to the LA to decide if pcn's will be issued on a bank holiday. In these cash strapped days expect more of this. There are many ways the councils fall down on when printing tickets and placing signs and bays. For the life of me I can't see why they foul up as they only have to follow written rules on how to comply but they go their own way and mess up, thank goodness.Copy/photo both sides of the pcn and remove the personal bits leaving dates. Picture along and across the bays and also all signs on the same road side by the bays.Host on tinypic and copy/paste the url on here (see stickies on howto)
Whilst putting on hers also put on pepipoo.com.I'd rather be an Optimist and be proved wrong than a Pessimist and be proved right.0 -
Yes definitely a real council PCN. I was hoping having no signature might be my case to appeal. I'll have to do all the technical stuff when i get home cause i'm in work atm.
Thanks for the replys though.0 -
Its possible that no sig may help but not necessarily enough on its own. Always best to have more than one gun to shoot them with, but not all at once.I'd rather be an Optimist and be proved wrong than a Pessimist and be proved right.0

It's very simple, as it just depends what the signs say. If the signs (or charging information) say that the restrictions don't apply on bank holidays, then they don't. If no mention is made of bank holidays, then the restriction will apply according to the day of the week concerned in the normal way. The same goes for bus lanes or any other type of restriction.
...unless the TRO says otherwise...(signs are just signs, they don't create the contravention).
The OP should post on pepipoo even if the signs look OK. There's always an appeal.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
