Help With Scammer on Ebay

Bout a few pairs of concert tickets but in the end couldn't go so I sold on ebay. Tickets arrived and I got my secretary to send out the 4 pairs of tickets. Problem is she sent them only first class when they had paid for Special Delivery. She got a proof pf postage certificate though.
One buyer is claiming his tickets have not arrived two weeks after they were sent.

This buyer opened an not received dispute through ebay even BEFORE I had sent the tickets and with no email chasing up the whereabouts of the tickets. In my item description I clearly stated that tickets would be sent ASAP as soon as I receive them from the agent. I sent a stern email saying you knew the tickets weren't coming until I had received them so why start the dispute and why not just contact me first before starting the dispute.

All of the other 3 parties have received there tickets. This buyer has a fair bit of negative feedback and sells allot of tickets from eBay. I then checked his other items for sale and what is he selling yes two tickets for the same concert I sold him.
Last Friday he asked me for the Special Delivery code which id didn't respond to as I had been away and had to ask my secretary about it (Only found out about the postage error today).

So already very suspicious about the buyer being a chancer before I had a chance to say that it was sonly first class, I will refund postage difference and the tickets would have come normally in the post I get a email from Ebay saying he has closed the dispute.

I now think he is going to claim on the purchase Protection Programme (PPP) but I have not heard anything.

Him closing the dispute further fuels my suspicions that he he is a chancer. And if he is doing the PPP he's not hanging around to talk it through and is going straight for the money. It's not as if I have said to him that I won't refund or I think he is a chancer. It was left I was checking with Royal mail and the ticket company.


Any advice on this and any info on how this PP works?
Can I get charged this money or be suspended?

    Unfortunately you're in a difficult situation. You can't prove that he received the tickets... unless perhaps you have a record of a unique number that was on them, and it's visible in his listing. You MIGHT be able to find someone at paypal who was willing to listen to that proof.

    Otherwise, on the face of it, no proof of delivery = loss of dispute and your money. That's what paypal goes by.

    How silly of him.

    In theory he will be able to claim the purchase price minus £15 from ebay. I don't know if or how ebay will claim this back from you.

    you could always send a envelope with a little note in it, by special delivery.....you would have a number to give him then ;)

    Inform him that if they don't 'arrive' in a week you are going to notify the venue / ticket agent and get them cancelled, as you made a note of the ticket reference / seat numbers? You might find a bluff like that works and his tickets suddenly 'turn up'.
  • If you bought all the tickets at the same time I would guess that they had consecutive numbers. Contact the other buyers and get the ticket numbers off them, with a bit of luck this will give you the numbers of the tickets sent to your dodgy buyer. Dropping a line to his prospective buyer might be interesting.
